Need to aggregate numbers and narrative/evidence of indicators towards outcomes - done through self-reporting, assessment of progress with suitable evidence, scored (traffic light system? scale?) - project self plus RPLS to agree on actual progress towards outcomes.
Working towards outcomes is not necessarily cumulative - have a gauge but not one that is necessarily quantitative - categorical scale, not numerical - so progress based on anticipated outcomes as expected - with giving reasons and evidence.
Need two time scales - annual performance and contribution towards outcomes (2019) and (2025)
tracking changes annually, adding a space for justification.

Output indicators as currently captured in IP will not be captured in P&R, instead, justified with a narrative. Evidence that support the progress (at a project level). and current indicators used: publications, data, etc.
At project level we maintain the capturing of deliverables (outputs level of publications workshops, trainings, etc.), these are quantifiable, measurable and aggregatable on the FS, Regional, CRP level (through tagging) what is needed to add is that we add the evidence that these project deliverables are in support of the progress towards outcomes and that will need to be added in form of a narrative and evidence provided by the projects (annually). the same happens at FP/R level where outputs are aggregated with a narrative (along current IP actions and outputs). The reporting against this progress cannot happen against predescribed indicators but will need a contextual description as much as possible including sensible qualifications. Including a self-assessment in terms of progress, validation and adaptation of project initial plans. Assessment of progress towards outcomes is backed up by evidence.
